Operator agent

Webchat with the operator agent. Your identity is injected so every proposal carries the right initiator. Anything that would affect business state surfaces as a proposal in the approvals queue — the chat does not write directly.

Full webchat implementation is required for P0 — this surface is reachable but the agent relay is not wired in the shell build. Deferred to the API + agent integration phase.
